The Transportation Branch is responsible for budget development, execution and administration activities for the operating budgets of the Department of Transportation (Highway Fund & Highway Trust Fund). Guidance, analysis, and oversight is provided to the department to enable them to deliver quality programs, services, and solutions for the intermodal transportation needs of the citizens of North Carolina.

Budget development activities include preparation of the Governor’s recommended biennial budget and expansion and supplemental budgets. Guidance in the development of Results-Based Budgeting is also provided.

Once the General Assembly authorizes the budget, the section is tasked with certifying the legislatively enacted budget and providing sufficient oversight to ensure that appropriations are expended consistent with legislative intent. This includes interpretation of legislation and other governing language, reviewing and recommending actions on agency budget adjustments and providing technical assistance and guidance to agencies in carrying out their delegated budget responsibilities.
